Professional Experience/Military Assignments

2006 - Present Senior Medical Officer USS Abraham Lincoln, CVN-72, Everett, WA

2003 - 2006 Senior Medical Officer Navy Health Care New England, Groton, CT

Senior clinician responsible for the quality of care, peer review, credentialing and leadership of 62 physicians and surgeons, advanced practice nurses, optometrists, physical therapist, psychologist, social workers, physician assistants, and podiatrists. Supervised inpatient quality of care and watch bills for 2 partnership (civilian) hospitals to coordinate comprehensive services for a beneficiary population of over 17,000 including returning war veterans, national guardsmen and reservists. Developed position descriptions, interviewed and selected civilian providers to hire, wrote fitness reports and awards and attended daily administrative meetings as the NACC clinical representative with the Officer in Charge. Responsible for a panel of 750 patients as their Primary Care Manager, working as a .70 FTE in the Primary Care Clinic, standing inpatient call 1 in every 3-6 days. As the Public Health Emergency Response Officer, developed a response plan for the possibility of a pandemic avian influenza which included table top drills at 7 individual military installations. Acting president of the Executive Committee of the Medical Staff for 2 meetings, Clinical Champion for healthcare providers for our recently implemented Electronic Health Record, and led the Primary Care Clinic as the Clinical Leader for 1 year. I also occasionally acted as the Director for Clinical Services for Naval Health Care New England and Officer-In-Charge, for Naval Ambulatory Care Clinic, Groton.

2001 - 2003 Senior Medical Officer USS George Washington, CVN-73, Norfolk, VA

Senior clinician and Battle Group Medical Officer onboard a nuclear powered aircraft carrier responsible for a department of 5 physicians, physician assistant, physical therapist, psychologist and 42 hospital corpsmen. Supported a crew of over 5,200 men and women. Communicated with multiple ships at sea to assure quality of care underway, directing medical evacuations, providing evaluations and coordinating services for sailors at sea. Completed multiple underway missions including a 6-month Mediterranean cruise in support of Operation Enduring Freedom, Southern Watch, and Noble Eagle. The ship responded to 9/11 but stood down early as shore support was considered adequate. Set command and battle group medical policy and implemented multiple occupational health programs for occupations requiring active surveillance including aviators, flight deck workers, air traffic controllers, nuclear field workers, radiation health workers, security programs, noise exposure programs, food service workers, and health care workers. Developed the first afloat integrated Suspicious Package Response Plan and completed mass immunizations of the crew with Anthrax and Smallpox. Personally completed 2 high risk rescue medical evacuations at sea and set up Medical Beach Guard in 8 ports for a total of 40 days of services in various foreign countries. Recognized for meritorious service at completion of tour.

1995 - 1998 Family Practice Department Head and Primary Care Team Leader, United States Naval Hospital, Yokosuka, Japan

Family Practice Department Head responsible for 7 Family Physicians, 3 Family Nurse Practitioners, 2 nurses and 12 Hospital Corpsmen in support of over 12,000 beneficiaries. Clinical supervisor for the Branch Medical Clinic, Chinhae, Korea including 1 General Medical Officer and 6 Hospital Corpsmen. Completed the transfer of obstetrical services from our OB/Gyn Clinic to the Family Medicine Clinic for all non high-risk prenatal patients. As Chairman of the Pharmacy and Therapeutics committee, supervised the process for approval and disapproval of all command medications on our hospital formulary and generated a quarterly newsletter for providers. Functioned as a 1.0 FTE, stood watch every 6th day, delivered over 200 healthy babies.

1992 - 1993 Squadron Medical Officer COMLOGRON Two, Earle, NJ

Medical Advisor responsible for all medical services, quality of care and peer review of 10 ships medical departments. Supervised 3 Physician Assistants and 7 Independent Duty Corpsmen, completing 5 Medical Readiness Inspections onboard logistics ships. Provided direct medical support in a waterfront clinic where I supervised 5 Hospital Corpsmen and advised the Logistics Squadron Commodore on various medical issues impacting the forces afloat.

1990 - 1992 General Medical Officer USS Seattle AOE-3, Earle, NJ

Senior clinician on a Combat Logistics ship, supervised 6 Hospital Corpsmen and cared for a crew of 650 men. Deployed to Desert Shield/Desert Storm for over 7 months where we supplied multiple Battle Groups with fresh produce and food, ordinance and fuel. Earned the Surface Warfare Medical Department qualification and an Achievement Medal for saving a sailors life.

1978 - 1982 Navy Hospital Corpsman BMC Boone Clinic, Little Creek, VA the USS Samuel Gompers, San Diego, CA and the USS Denver, LPD-9, San Diego, CA

Hospital Corpsman assigned to an ambulatory clinic emergency room and an acute minor illness clinic. Cared for active duty and family members under the supervision of multiple Medical Officers. Completed basic laboratory technician training and was assigned as the sole laboratory technician onboard the USS Samuel B. Gompers and the USS Denver. Completed a 6-month Western Pacific deployment where I managed all aspects of the ships laboratory including a Sexually Transmitted Disease clinic for a crew for 650 sailors and 800 embarked marines.
